Helpmaker is a RTF-based, page-layout Help Authoring tool. It generates WinHelp, HTML_Help, Website-Help and PDF.

It is freeware for non-commercial usage.

You can make whole help files using HelpMaker without any other programs. Helpmaker has own text editor with a large number of available functions so you shouldn’t setup special software like Microsoft Word or etc.
